2. Module Purpose
The purpose of this module is to provide the trainee with the knowledge, practical
skills and attitudes necessary to safely operate a Front-end loader of the skid steer
type.
3. Pre-requisites
Participants must be 18 years of age or over
Be free of any physical or medical impairment that could affect the safe operation of a Front-end loader of the skid steer type
Be able to use the English language to a level that ensures the safe operation of a
Front-end loader of the skid steer type.
4. Relationship to Competency Standards
This module relates to the following unit of competence:
Nationally endorsed Building & Construction competency standards. Conducted in accordance with National Guidelines For Occupational Health & Safety Competency Standards For The Operation Of Load shifting Equipment And Other Types of Specified Equipment

6. Assessment Strategy
6.1 Assessment Method
The Learning outcomes in this module may be assessed as follows:
- Oral short answers
- Written short answers
- Observation of practical exercises
- Observation on-the-job
Knowledge will be assessed through short answer questions, check lists,
computations, reading of manufacturer's notes and load charts provided through paper
based materials contained within the competency bases assessment instruments.
The practical assessment may be conducted in the workplace or at an approved training area set aside for that purpose.
The Assessment must reflect the Occupational Health and Safety Certification Standard for Users and Operators of Industrial Equipment [NOHSC: 1006(1995)], Nationally endorsed Building & Construction competency standards. And National Guidelines For Occupational Health & Safety Competency Standards For The Operation Of Load shifting Equipment And Other Types of Specified Equipment [NOHSC: 7019 (1992)] or such documentation that may replace the above as required. Assessment consist of two parts, being a knowledge questionnaire which may be conducted orally or in written format at the assessors discretion and a practical skills evaluation conducted using the machine
The assessment strategy is based on trainees being evaluated by a mixture of written, practical and observational tests.
6.2 Conditions of Assessment
Assessment of knowledge and skills may take place in the classroom and/or on a
Worksite.
The assessment of the practical application of the skills must take place
on a controlled worksite, or on-the-job.
Knowledge assessments should be undertaken in facilities or area set aside for the
purpose.
Practical assessment shall be conducted using an elevating work platform. Both assessments will be tested using real life examples of relevant documentation including but not limited to Log Books, Manufacturer's Notes and Load Charts where applicable.
Conducted as per "Guidelines Specific" instructions to Assessor laid down in WorkSafe, WorkPlace and Building and Construction Industry Assessment Instrument / Sheets.
All assessment will occur during the training sessions in either a simulated environment or a practical environment.

Assessment Criteria
Interpret and explain the relevant legislative and safe working requirements that cover Front-end loader of the skid steer type operations in the workplace from the following documentation:
- OS & H Act
- Regulations
- Australian Standards
- Codes of Practice
- Manufacturer's specifications
- Site rules and procedures
Interpret and explain the responsibilities and duties of Front-end loader of the skid steer type operators as described in the relevant legislation from the following documentation:
- Duty of Care Sections 19 & 20 of the OS & H Act including accident and incident reporting.
- Plant Regulations from OS & H Regulations
Conduct routine checks. Pre-operational equipment checks are carried out in accordance with the manufacturer's specifications and checklists provided for the Front-end loader of the skid steer type
The service logbook is checked.
Front-end loader of the skid steer type is checked for any damage. structural weakness or interference and faults.
If any damage is found an entry should be made into the Log Book and the damage
reported to the authorised person.
All functions and controls including emergency devices are checked.
All Front-end loader of the skid steer type safety features are checked.
Conditions
On site or simulated on site conditions.
All safety checks should be recorded in the logbook and the test carried out under close supervision.
The checks to be conducted individually.
On completion of written and skills test, participants should have demonstrated the
ability to:
- Conduct pre-start and pre-operational checks in accordance with manufacturer's specifications
- Conduct checks on equipment and attachments for security and condition
- Explain procedures to implement if faults are detected
- Identify hazards, hazard control strategies, P.P.E. job requirements rules, and machine/ equipment appropriate to the task
- Plan work, taking into account site inspection (Site OHS)
- Assess load weight
- Shift load competently as directed
- Use controls in a smooth logical sequence
- Travel at appropriate speed
- Consideration for safety of fellow workers
- Communication with co-worker given and interpreted
- Place load safely and as directed
- Emergency procedures are carried out minimizing risk
- Park/ shut down equipment in accordance with manufacturer's specifications
- Conduct post-operational checks & minor servicing requirements
- Parking allows access ways etc to be clear
- Secure worksite and equipment against unauthorised entry or use
8. Conditions and Methods of Assessment

9. Delivery of Module
9.1 Delivery Strategy
The delivery of this module should take place both in a classroom setting and on a
Worksite (or on-the-job).
The classroom setting would be used for the imparting of information, demonstration
and practice of techniques.
The worksite would be used for practice of skills and practical application of
knowledge. Both settings would be used for assessment.
This module contains learning outcomes that are both practical and knowledge
based.
Suitably trained and qualified persons will be required to deliver the theoretical and practical aspects of the module.
Knowledge will be delivered through a combination of print and non-print learning resource. Information and instruction may be provided in suitable premises on-the-job or on the premises of a training provider.
The knowledge component for each practical skill should be delivered prior to commencement of practical instruction.
Practical training shall be carried out using a Front-end loader of the skid steer type
Trainees will be required to demonstrate safe work practices. Practical skills may be undertaken in:
- The normal work environment.
- A training facility under simulated work conditions.
- An area established for that purpose.
Initial presentation in classroom situation:
- Covering OHS and theory requirements.
- Then move to load shifting equipment for practical tuition with trainer demonstration and student participation and practice in various learning outcomes.
- Personal Protective Equipment must be used during each practical training session.
